Whilst I agree that having vendor supplied Silica components is a good thing, but if a developer wants this kind of UI its not impossible to create and they can always share the code for it for other developers to use if they so choose.
A crude but effective implementation is a page stack with hardcoded IconButtons (like favourites in settings) in the header area to indicate which page they are currently in. It might also be possible to 'jump' to a page using those buttons as well, but I am not sure.
